He has been with the Department since 2001, having previously served as an investigator and Public Information Officer. In his current position, Harold is responsible for proactive outreach programs that promote the acceptance of diversity, the importance of inclusion, and voluntary compliance with state and federal civil rights laws. The Department's Office of Public Affairs promotes these priorities through publications, training, and crisis response among other services.
The Michigan Department of Civil Rights is the administrative arm of the Michigan Civil Rights Commission, which was created by the Michigan Constitution of 1963. In addition to outreach, the Department's primary function is to enforce the Elliott-Larsen and Persons With Disabilities Civil Rights Acts through the investigation of complaints of unlawful discrimination.
Harold earned a B.S. degree in Economics from Lincoln University in Missouri, and a M.A. in Political Science from Western Michigan University. Harold's past artistic endeavors include writing both fiction and non-fiction, poetry writing and recital, and modern dance with the Lincoln University Dance Troupe.
